Ceyla Pazarbasioglu is the Director of the Strategy, Policy, and Review Department (SPR) at the International Monetary Fund (IMF), where she leads work on the Fund’s strategic direction, as well as the design and implementation of its policies and lending activities across all member countries. In her current role, she also oversees the Fund’s interactions with the G7, G20, and the United Nations. She led the IMF’s response to the COVID-19 pandemic and the creation of the IMF’s Food Shock Window in 2022. Over her career, she was instrumental in launching multiple initiatives, including the IMF Debt Service Suspension Initiative (DSSI), the G-20 Common Framework for Debt Treatment, and the Global Sovereign Debt Roundtable (GSDR). She played a key role in establishing the Resilience and Sustainability Trust, the first IMF facility to offer long-term financing to address climate and pandemic challenges. Prior to her current position, she served at the World Bank Group from 2015 to 2020, most recently as Vice President for Equitable Growth, Finance, and Institutions, overseeing a portfolio of nearly $30 billion in operational and policy work, as well as advisory engagements across 138 countries. Earlier, she served as Deputy Director in the IMF’s Monetary and Capital Markets Department, Assistant Director in the European Department, and as mission chief for Ukraine. An expert on financial sector policies and structural reforms, Ms. Pazarbasioglu, a Turkish national, joined the country’s crisis management team in 2001 to reform the national pension system, establish an inflation-targeting regime, and implement a “voluntary” debt swap. She also served as Vice President of the national Bank Regulation and Supervision Agency, coordinating closely with the Central Bank, the Treasury, and the banking sector, to contain and resolve the crisis. Between 1998 and 2001, Ms. Pazarbasioglu served as the Chief Economist of Emerging European Markets at ABN AMRO Investment Bank in London. She has published widely on financial crises, banking and corporate sector restructuring, regulatory reforms, macro-financial analysis, and debt management. She holds a doctorate in economics and finance from Georgetown University and is a Chartered Financial Analyst Charterholder.
