Using Divide and Conquer to Improve Tax Collection: Theory, Evidence, and More Theory
Divide and conquer is a well-known mechanism design insight that can in principle improve policy enforcement by governments with limited capacity. Motivated by the opportunity to run a field experiment on tax collection in Peru, we took seriously the challenge of reducing this theoretical insight to practice. This talk will cover the process going from modeling divide and conquer under various frictions, to analyzing field evidence and exploring policy relevant counterfactuals.
